Nyílt levél: felhívás az aktualizált állatjóléti jogalkotási javaslat közzétételére a jelenlegi politikai ciklusban.
Tisztelt Elnök Asszony!
Mi, alulírott érdekelt felek, közösen felszólítjuk az Európai Bizottságot, hogy maradjon hű az EU „termelőtől a fogyasztóig" stratégiájában tett azon kötelezettségvállalásaihoz, miszerint az aktuális politikai ciklus során közzéteszi az állatjóléti jogszabályok felülvizsgálatára vonatkozó javaslattervezetet.
Mivel az állatjóléti jogszabályok felülvizsgálata közeledik a 2023 3. negyedévében esedékes közzétételi dátumhoz, az alulírott érdekelt felek szeretnék ezúton kifejezni elvárásaikat és teljes támogatásukat egy jövőorientált és átfogó jogalkotási javaslat gyors közzététele iránt ebben a jelenlegi politikai ciklusban.
A jelenlegi állatjóléti jogszabályok elavultak, és sürgős aktualizálásra szorulnak, hogy megfeleljenek a társadalmi elvárásoknak és a tudományosan alátámasztott bizonyítékoknak, amelyek drámai fejlődésen mentek keresztül, miközben az uniós állatjóléti szabályok nagyrészt változatlanok maradtak.
Az állatjóléti jogszabályok felülvizsgálata kulcsfontosságú prioritás az uniós polgárok számára, amint azt az Európai Bizottság által az elavult szabályok célravezetőségi vizsgálatának tárgyában szervezett 2022. évi nyilvános konzultációban való kivételesen magas részvételi arány is mutatja. A válaszadók túlnyomó többsége (92% - 59 281-ből 54 504 fő) úgy vélte, hogy a jelenlegi uniós állatjóléti jogszabályok nem biztosítják valamennyi rászoruló állatfaj megfelelő és egységes védelmét. Az állatjólét fontosságát az is mutatja, hogy a tíz eredményes európai polgári kezdeményezés közül öt az állatjóléthez kapcsolódott.
Az elmúlt 25 évben több mint 181 000, lektorált tudományos cikk jelent meg az állatjólét témájában. A tudományos ismeretek és a technológia fejlődésének fényében a meglévő irányelvek és rendeletek egykönnyen elavultnak és elégtelennek tekinthetők az európai állatok jólétének védelme szempontjából. Az Európai Élelmiszerbiztonsági Hatóság (EFSA) legutóbbi állásfoglalásai is azt mutatják, hogy az állatjóléti jogszabályok jelenleg már nem felelnek meg a célnak. Az EFSA továbbá rámutatott arra, hogy egyértelműen meghatározott, mérhető és harmonizált állatjóléti mutatókra van szükség a gazdaságokban, és arra a következtetésre jutott, hogy ezen iránymutatások nélkül nehéz lenne javulást elérni. Az állatok jólétének védelme a termelési lánc egészében (a születéstől a levágásig) olyan kollektív aggodalomra okot adó kritikus területeket foglal magába, melyeket már nem lehet figyelmen kívül hagyni. A meglévő jogszabályok érvényesítése is problémásnak bizonyult a tagállamok számára, és az Európai Számvevőszék közelmúltbeli jelentése felhívta a figyelmet erre a kritikus hiányosságra.
Az uniós állatjóléti jogszabályok felülvizsgálata nem csak az állatok javát szolgálja, hanem Európa-szerte egyenlő versenyfeltételeket biztosít a vállalkozások számára, különösen azok számára, amelyek már állatjóléti kötelezettségvállalásokat vezettek be.
Jelenleg a piaci erők, a környezetvédelmi megfontolások és az elavult infrastruktúra arra kényszerítik a gazdálkodókat, hogy döntéseket hozzanak a gazdaságaik felújítására irányuló jövőbeni beruházási intézkedéseikről. A bevezetésre kerülő módszerek az elkövetkező évtizedekben óriási hatással lesznek az állatjólétre. A felülvizsgált állatjóléti jogszabályok iránymutatást és biztonságot nyújtanak majd a magasabb szintű jólét biztosításához, ugyanakkor a vállalkozások jövőjét szolgáló döntések meghozatalához is. Az ilyen felülvizsgált jogszabályok pénzügyi garanciát is jelentenek majd a magasabb jóléti beruházásokhoz nyújtott hitelek megszerzése és a jobb finanszírozási lehetőségek vonatkozásában. Továbbá, feltéve, hogy az új állatjóléti szabályok az importált termékekre is vonatkoznak, az uniós mezőgazdasági termelők a tisztességes versenyhelyzet miatt kedvező helyzetbe kerülnek a termékek európai piacon történő forgalomba hozatalakor.
Végezetül egy erőteljesebb és aktualizált állatjóléti jogszabályi keret kiegészíti a „termelőtől a fogyasztóig" elnevezésű uniós stratégiának az európai élelmiszerrendszer méltányossá, egészségesebbé és fenntarthatóbbá válására vonatkozó célkitűzéseit. Ennek a törekvésnek fontos eleme az állatjóléti követelmények javítása, mely egyben hatékonyan szolgálja az európai polgárok, vállalkozások és kormányok által megfogalmazott környezeti, társadalmi, etikai és gazdasági érdekeket is.
Mindezen okok miatt mi, alulírott érdekelt felek, szükségesnek tartjuk, hogy a jelenlegi Európai Bizottság mielőbb tegye közzé az EU állatjóléti jogszabályaira vonatkozó aktualizált, jelentős és átfogó javaslatcsomagját.

Állatjóléttel foglalkozó egyetemi tanárokként, kutatókként, állatorvosokként és tudósokként úgy véljük, hogy a jelenlegi tudományos ismeretek szerint az aktuális jogszabályok elégtelenek az állatok jólétének védelmére.
